Consultancy Services Expert Panel for Niche Specialisms
Overview
This Framework Lot enables the provision of Consultancy Support Services for Ticketing related Niche Specialisms. It is aimed at small value (less than £30k) commissions across a number of topics where SAM Members may need to seek stand alone, niche specialist advice and support.
A range of specialisms was defined, with up to 5 Suppliers available for each. The specialist areas available under this Lot are:
Specialism 1: Economics, Funding & Finance for Ticketing;
Specialism 2: Governance Models for Scheme Development;
Specialism 3: Intelligent Transport Systems;
Specialism 4: Rail Ticketing Schemes;
Specialism 5: Smart Payment Mechanisms.
Suppliers on the Framework were able to specialise in any two of these areas.
It has been devised to enable Suppliers to offer multiple staff across multiple grades to meet a Members need, all of whom are committed to partnership working, including with other consultants.

This Lot is suitable for, but not limited to:
Local Authorities, Combined Authorities, Regional Transport Bodies, National Governments or Other Public Sector Bodies wishing to procure Consultancy Services, Expert Panel for Niche Specialisms support;
Any Transport Operator wishing to buy Consultancy Services, Expert Panel for Niche Specialisms support.

The Guidance Notes are designed to assist and inform a SAM Member on all aspects of undertaking a call-off from the Framework, including:
Scoping a Member's own requirements;
Identifying the most suitable Supplier(s) to meet these requirements;
Preparing the Call-Off Order;
The process for undertaking a Further-Competition (if one is required); and
The costs for using the Framework.
